From the "why would they want do do that" department...

Oracle has outbid Microsoft to acquire the US operations of TikTok, the popular app that tethers teenagers to the Chinese Communist Party. What is the value proposition here? Microsoft is at least known to hunger for those tasty consumer eyeballs, but Oracle? I'm not seeing where TikTok fits into their portfolio.

No. Oracle's normal game is to dominate from the enterprise software side of things. They've never done anything in the consumer space.
