Can you have less than 0 percent of something?

If you are holding a wheel of cheese, and you want to give someone less than 0 percent of it, what does that really mean? Are you wanting that person to contribute to the wheel of cheese, or are we slipping into some weird theoretical mathematics where this model doesn't quite hold up... a case where a negative percentage has a meaning that doesn't quite fit into the idea of a part of something?

What is this, Obamanomics?

In statistics this is a common thing; you can speak of a figure going up or down by a certain percentage; i.e. a +xx% or -xx% change. The wheel of cheese makes it a difficult, but delicious, analogy. "Giving someone less than 0% of" the cheese does seem to imply that you are mandating them to give *you* cheese.
