It depends on the context. Sometimes you are expected to negotiate even when there is one possible outcome and you know it and the other guy knows it, but it is very, very bad form not to pretend you are negotiating.
This applies to marketplaces. Try buying clothes at a street market and tell the merchant "Ok, we both know this is worth X. You know it is worth X, I know it is worth X, so why not just sell it for X to me instead of playing the whole haggle theatre and wasting time?" Tell me what happens to you, I wanna hear it.
