I think you have to add them then block them, there's no way to preblock somebody.
Actually I guess you can, but you'd have to invite them first.

I think I may have figured it out, though. It is possible that some or all of these people are sharing to "Extended Circles" rather than actually singling me (and others) out to receive specific posts. If that's the case, I wonder if I can simply block the "Extended Circles"

Ouch. I also see that if you share to "Extended Circles" it becomes the new
default for your next and subsequent posts until you X it out. This seems
like it's going to cause a lot of trouble for a lot of people who are going
to be reading a lot of posts by people they don't want to hear from.
the default for your next post is always what you last posted to. Although
I found one case where I sent a post to a single user and the next post had
nothing listed to send to. So maybe it's only if its multiple recipients does
it become the default for next time.
I find it's actually a good system to use to send somebody an email.
I ahve a friend who most of my messages to him involve sending pictures. So I just drag and drop the pics onto the comment section write my message pick him as the recipient and click post.
Unlike email there's no 10/25 meg limit for when I send huge pictures or movies.
I can totally see this becoming a new messaging medium for that purpose

Perhaps, but when anyone can share with (or more accurately, share *at*) anyone,
what's to stop the medium from being used for spam? And more immediately,
what's to stop me from targeting posts at someone who isn't putting me in
their circles, and perhaps unfriended me on Facebook, because they don't like
what I have to say but I still think they need to read it?
google will stop all spam easily enough I would think.
They can't stop inbound email, but they control the entry and exit points of google+ so they can programmatically quickly detect if somebody's sending mass bulk messages.

Google+ is plotting to murder you.
There is nothing you can do about this. However, please navigate to Preferences > Kill-O-Zap > Keyboard Electrocution, click the Notify Next of Kin checkbox, and fill in the contact information (including their last known IP address.)

I'd be hard-pressed to think of an answer they could give to "who decides" which wouldn't displease someone.
